Pricing and rebates for multi-unit buildings

Information for bulk metered multi-unit properties.

If you're the owner or landlord of a property where multiple units are billed through one meter, the property is considered a Bulk Metered Multi-Unit Property. This means that you may be eligible for regulated pricing and rebates.

The following sections offer information about the Ontario Electricity Rebate (OER) and the Regulated Price Plan (RPP).

Ontario Electricity Rebate (OER)

The OER currently provides eligible residential and commercial customers with a rebate of 23.5% on the before-tax portion of their bill. Some customers automatically qualify for the OER through their electricity demand or annual consumption. Others may be required to submit an OER Eligibility Notice Form to receive the rebate.

Regulated Price Plan (RPP)

If you qualify, the RPP offers pricing based on Time-of-Use (TOU), Ultra-Low Overnight (ULO) or Tiered rates. If you have an interval meter, you also have the option of being charged the Ontario Electricity Market Price (OEMP) (formerly the Hourly Ontario Energy Price (HOEP)).

Some customers automatically qualify for RPP through their consumption or demand profiles. Others may be required to self-declare their eligibility.

If you fall into one of the categories listed below, you’re eligible to be billed under the RPP.

  1. Low-volume consumers (consumers who annually use less than 150,000 kilowatt hours of electricity).
  2. A consumer who has a demand of 50 kilowatts or less.
  3. A consumer who annually uses at least 150,000 but not more than 250,000 kilowatt hours of electricity.
  4. A consumer who has an account with a distributor, if the account relates to,
    1. a dwelling,
    2. a property as defined in the Condominium Act, 1998,
    3. a residential complex as defined in the Residential Tenancies Act, 2006, or
    4. a property that includes one or more dwellings and that is owned or leased by a co-operative as defined in the Co-operative Corporations Act.
  5. A consumer who has an account with a distributor if the consumer,
    1. carries on a business that is a farming business for the purposes of the Farm Registration and Farm Organizations Funding Act, 1993, and
    2. holds a valid registration number assigned under that Act or the consumer’s obligation to file a farming business registration form was waived pursuant to an order made under subsection 22 (6) of that Act.

Who should complete the RPP Self-Declaration/Election Form

The RPP Self-Declaration/Election Form is for multi-unit properties or farming businesses that meet the eligibility criteria in classes four and five listed above.

Note: If you fall into categories one, two or three of the eligibility criteria listed above, you do not have to complete the form. You’ll be automatically enrolled in the RPP.

To apply for the RPP and select your preferred price plan, complete the RPP Self-Declaration/Election Form (PDF, 158 KB) for each eligible account. Once complete, follow the instructions on the form to submit it.

Note: If you submit the RPP Self-Declaration/Election Form and do not select a price plan, you'll be charged Time-of-Use (TOU) rates by default.

RPP frequently asked questions

TOU pricing charges customers according to the day of the week and time of day that they use electricity. This price plan may benefit customers who shift high electricity-usage activities to off-peak periods, which are charged at a lower rate.

ULO offers customers rates based on ultra-low overnight, mid-peak, on-peak and weekend off-peak pricing. This may benefit customers who shift high electricity-usage activities, such as charging electric vehicles, to lower-demand periods overnight. ULO price periods are the same in the summer as they are in the winter.

Tiered pricing separates electricity consumption into two price tiers. Customers are charged one rate for electricity usage up to a certain amount of consumption (or threshold) per month, and a higher rate for electricity used above that amount. This price plan may benefit customers who prefer to have the flexibility to use electricity at any time of day.

At any time after your self-declaration, you can choose between the TOU, ULO and Tiered price plans or, if you have an interval meter, the OEMP. To change your price plan, submit your request by email to billingspecialist@torontohydro.com. Please include your account number and your service address. If the request is submitted by a third party, please include a letter of authorization.

If you submit the RPP Self-Declaration/Election Form and do not select a price plan, the default price plan is TOU.

If you don’t complete a Regulated Price Plan Self-Declaration/Election form, you will remain on your current price plan.

You can complete the RPP Self-Declaration/Election Form at any time you wish to self-declare your eligibility to be billed under the RPP.

Yes, the account would qualify provided it falls under one of the categories listed above.

If you have more than one eligible account, please complete a separate RPP Self-Declaration/Election Form for each account.

No. Once the form is received, the RPP rate will apply starting from the next meter read date.
